Vallejo Pigment Binder

Hello,
I have been away all winter with a pinched nerve in my lower back. So I am going nice and easy with everything. This lead me to start up again with my hobby and I decided to begin with weathering with PIGMENTS. I purchased VALLEJO PIGMENT BINDER along with several Vallejo pigments.
Questions:
1. Should I apply the Vallejo Pigment Binder PRIOR TO applying a pigment?
2, Does the pigment binder have to be THINNED?
3. Alternatively, should I use PAINT THINNER and mix it with Vallejo pigment prior to application?

In essence, I am asking how to apply Vallejo Pigments?

I've only used pigment binder a couple of times, so I'm no expert, and not the Vallejo brand. Without going and looking I think mine's AKs but shouldn't think there's too much difference.

1. You can use it before or after, the effects are slightly different, try it out.
2. I didn't thin it and haven't heard that you should.
3. I've tried white spirit and a couple of other things I can't remember. I found they worked but didn't have the same stickability, especially on flat surface.

Thank you for your reply. I did some research on other websites and the consensus was to put the binder on after the pigments are applied. However,
some put the binder on first. Also some used thinner to dab onto the pigment so as to diffuse it and "spread it". As you said one has to try it out.
Also no one suggested thinning the binder.

I use the AK one and never thinned it just drop it on with eye droppers.
