What filler

What's the best filler to fill small gaps around arms/necks etc?

Ideally what could be smoothed using water save too much sanding and damaging the surface detail, if that's possible?

Hi Paul

Is that water smoothable? I'm not sure that's even possible but if it was it would be ideal.
