Greetings all

Just a quick question regarding the upcoming Tamiya GB, the guidelines and rules mention that a kit must be build OOB, with no scratchbuilding allowed either. Would this include filling holes/gaps and, perhaps more importantly, is the use of Mr. Surfacer permitted, to improve places on the model that need cast detail?
