What do I need to use Dry pigments

As it says above, what things I need to use properly Dry pigments. Keep in mind that I have no budget at all and a bottle of dry pigments take me like 1 or 2 weeks to buy, so home-made tips are welcome

Pastel chalks and oil pastels ground up is what the old modelers used to do.

Hope this helps , with a cheese grater and a pack of pastel chalks , I now have more weathering pigments than I can use.

I use make up brush to control the pigments in the model.
