How can you Hand Paint Micro Details?

Any Tips on painting micro-details on models (for example on 1/1250 Navis-Neptun diecast ships). I have gone as far as using toothpicks but want to know if there are even better ways to do it: Paints, Brushes, Techniques, Videos.
