As you are building a tamiya ( I build so many Tamiya ) - I can safely recommend you to do what I do my tamiyas -

1 complete the whole thing first,
2 do not glue the road wheels
3 do not glue on the side skirts ( but in this case, you're building a type 74 which has no side skirts so you don't need to worry about that )
4 Mask all the periscopes before you prime it
5 base coat the entire thing
6 paint the wheels
7 attach the wheels
8 paint camo ( on the side skirts as well if there were any )
9 paint the tracks
10 put on the tracks and side skirts
11 touch-up some errors and stuffs

AND VOILA ...
I have built 7 tamiya and still building more tamiya with this process and it has helped me alot
As a newbie I’m wondering about when to do what, when building a model. I do understand his list of the 'order of the build' but what about gluing the sub assemblies, Hull, Turret, Road Wheels, Tracks & Photo-etch to the hull, when the hull has already been painted, is there glue that will glue things to a painted surface, or do you have to scrape away the paint to glue the item. What is the correct way to glue such items.

Sorry if it’s a naff question or I’ve been a bit long winded. Being a newbie I’m just uncertain what is the correct way.

I have no prob with his list....

he states.. Build the whole thing.... which is what I do !

of course you can elect not to glue on the Machine Guns or a few things like the mirrors and such...

but his list is basically what I do ! ( not in every details...) but close!

but it is one of many ways to build a Model !

Try it his way ? and adapt it to your liking !

best of luck my friend !

oh the video about MIG JIMENEZ is Awesome.... follow that and you should have no prob. at all !
