Can I get a ruling?

Hi guys,

I've been waiting to join the Homeland GB but need a ruling from the powers that be. I want to build a DHC-6 Twin Otter, it meets all the requirements except I hear on the May ISM show it needs to be military. The Twin Otter was not built specifically "for" the military but was used "in" the military. Anyway I want to build a civilian version. Yes or No?
