First time decanting Tamiya Spray Cans, and something unexpected happened. The straw got very cold, and the glass mixing jar to the point frost appeared on the straw. It was decanted at room temperature and the can has been left at room temperate. Is this normal?

Sounds entirely normal, due to the propellant gasses in the aerosol.

Yep Gary is right, as the gases go from liquid to gas they adsorb energy from the surrounding atmosphere and become very cold even to the point of causing ice crystals to form. Lpg is commonly used as a propellant this expands 270 times in volume as it goes from a liquid to gas. It is a liquid only when under pressure.

Yep all is good
DO NOT PUT A LID ON !!!
Not until all the bubbling stops inside or you will explode paint everywhere
Usually a couple hours until you can gently swirl and no bubbles but I leave overnight
